I found a backup of my PB BBS from 2001, v 2.16. What is the upgrade process? Simple as just overwriting files?

Upgrading to the latest version ProBoard 2.22B is rather simple. Download latest release from Github, run installer, and poof you're upgraded to the most recent Freeware version. A GCC version is in the works.
The latest version on the Github still uses the the Borland Turbo C++ 3.1 source code, if you want to download that.
